Grammar

The most

Is "the most" a adverb?

Like:

Pollution is the problem we are currently concerning the most.

Wrong grammar??
I seem heard the usage like this but whether if it is correct.
Plus, I also found that there is a song called "what hurts the most", don't know if it is relevant.

Thanks

This is also possible, but rather awkward:

Pollution is the problem we are currently concerning the most (people).
