The more...the less/fewer

Hi everyone, I was wondering if you could help me check the correctness of this sentence.

"The richer the population becomes, the less people care about the poor."

It's the second half of the sentence that I'm checking about. I'm correct in thinking that it's "less" not "fewer" because the "less" is modifying the entire clause "people care about the poor" rather than the countable noun "people"--right?

I would like to add that "lesser" is more appropriate here than "less" as it maintains the homogeneity of the sentence.
