The more used antibiotics are, the more incurable diseases can be.

Is this sentence grammatically correct?

The more used antibiotics are, the more incurable diseases can be.

I would say no myself, and that used should come after are but I don't know how to explain it grammatically. Also I think be should be be changed to become. Please help.
