In this sentence ,is this structure (perceived as a joint endeavor rather than a contest of rival Chinese and American blocs) modify "system "or only the structure (perceived as a joint endeavor ) modify "system"?Or it can be interpreted in both ways ? If the former one is incorrect ,should it be changed into(perceived as a joint endeavor rather than<as> a contest of rival Chinese and American blocs)?
