the message to send vs the message to be sent

Hi, everyone!

What is the difference between the two cases beloww?

1.What is the message to send?
2.What is the message to be sent?

I think if I say to someone "This is the message to send", I guess it means this is the message I will send or this is the message you should send accordinng to the context. However, in the case of "This is the message to be sent", I can't imagine in what situations the sentence could be used. Does it mean the message was from a third person? If so, does #2 mean what the message that someone sent to me and I got is?
