Please someone help me to understand following sentence which I've found from a book.


To some governments, the local economic benefits are worth the overcrowding and hiked prices of the tourist season.


Is following sentence has similar meaning as above one?

To some governments, the local economic benefits outweigh the overcrowding and hiked prices of tourists season.
