The meaning of word: pursue (in this case)

I read a BBC's news report about 'therapeutic human cloning'.

I just cannot figure out what does the verb 'pursue' in the following sentence mean?
Final approval of so-called therapeutic cloning will have to pass a free vote in Parliament first, but ministers believe this very promising, but highly controversial, technology should be pursued.

So, are the ministers going to vote for the technology, postpone the vote and wait for further studies or vote against it? My English-Finnish dictionary tells me that the word pursue could refer to any of those situations.
