What is the meaning of will here please?

So although the structure looks like a question, but, it's not; it's an imperative question with emphasis in fact. Agree?Emotion: smile

The imperative would be:
Evacuate the building.

The subject (implied) is you.

But the speaker wanted to make the subject explicit (all personel). Perhaps there are some others that need to remain in the building. The only way to do this is to use the helping verb "will."

It is a form of a polite request. The emphasis can be added by adverbs (immediately, now)
