The meaning of this sentence

"The crisis will affect much more those vulnerable to poverty, that is, low income groups around the $2 poverty line, and perhaps less so for the extreme poor. "

Can someone help me with this sentence?
Does is mean that "The crisis has greater impact on those vulnerable than poverty"? Or does it mean those vulnerable will become poor?

There is a little inversion in the first clause so that the definition of "those vulnerable to poverty" can be placed directly after that expression. It's the same as The crisis will affect those vulnerable to poverty much more, where "those vulnerable to poverty" means low income groups ...
