The meaning of the phrase

I've come across this description of the Dostoyevsky's novel while surfing the net.

Raskolnikov is pursued by the growing voice of his conscience and finds the noose of his own guilt tightening around his neck.

Could you please explain the meaning of "find something doing smth" phrase? Thanks in advance.
