The meaning of the expression

Hello.

Could you help me to understand the meaning of "a bitter shut off pneumatic drills", please?

This expression is from a story about a 17 year-old boy's murder in NYC. The full paragraph follows.

" The funeral was held two days later, at the Brown Memorial Baptist Church, on Washington Avenue. A crowd of three hundred of Allen Burnett’s family and friends walked two by two into church. Walked erectly, solemnly, with the special dignity of those to whom suffering is a bitter shut off pneumatic drills.
