The meaning of "the agency"

The below sentence is from a lecture of Michael Sandel.

I'm not sure of the meaning of "the agency" in this context.

And another question in relevant to the above question.
What does which represent, "the agency" or "to sacrifice"?

-And I think that if he was making a decision to give his life and he took on the agency to sacrifice himself, which some people might see as admirable and other people might disagree with that decision.

I'm not sure of the meaning of "the agency" in this context. The writer obviously expects the reader to know what this means. I don't know, but 'the agency' often refers to the CIA. Does that make any sense in this context?

took on the agency is just another way of saying made a decision out of his own free will (without being coerced). It even suggests that he came up with the idea of sacrificing himself. He "took on the agency" to do it ~ He himself suggested
