The meaning of "salt"

Hi there. I was confused when reading a sentence "there is little question about his dominance of the military, and he is salting his supporters several rows deep within core control structures like the security services and the propaganda apparatus" and I didn't find the appropriate meaning of "salt...several rows deep" in this context.
