The meaning of rolling out

“Apple’s new operating system is one of the few things we do know a lot about, and it’s official information from Apple this time. For instance, we know that Apple is rolling out a new HealthKit app as part of iOS 8 that allows users to keep track of their personal health and fitness data” Does “rolling out” mean “launching” in this context?
