The meaning of ``reinvent the wheel''?

I do understand its meaning from

http://www.hyperdictionary.com/computing/reinvent+the+wheel

except the last sentece ...

On the third hand, people reinventing the wheel do tend to come up with the moral equivalent of a trapezoid with an offset axle.

What is the meaning of this sentence?

Thank you for any suggestions.

Oops, I just posted another definition of 'reinvent the wheel' (see below), but I now see your real question: 'On the third hand, people reinventing the wheel do tend to come up with the moral equivalent of a trapezoid with an offset axle' means that people trying to do something basic in a new and different way often create something not better, but worse: a trapezoidal wheel with an eccentric axle would give us a vehicle with a very bumpy, uncomfortable ride. (Idiom: reinvent the wheel 1. To do something again, from the beginning, especially in a needless or inefficient effort: “School districts need not reinvent the wheel every time they try to improve their schools” (Washington Post).
