The meaning of 'Question'

"The question arose as to whether this behavior was unlawful."


I saw it and tried to understand the meaning of 'question' here and I do not think the meaning of it is the same with the 'question' in 'I have a question about English' and I think it means 'doubt' or something. What do you think? Thank you so much in advance.
