The meaning of 'national affiliations'

the meaning of 'national affiliations'

The passage below comes from Obama's last address as the president.

https://www.nytimes.com/2017/01/10/us/politics/obama-farewell-address-speech.html

An order based not just on military power or national affiliations, but built on principles, the rule of law, human rights, freedom of religion and speech and assembly and an independent press.

In the above I'd like to make sure the meaning of underlined 'national affiliations'.
It seems to generally mean 'the nationwide organizations throughout the USA'.

Am I right?

Regards.
