The meaning of "it or it's".

I'm Japanese and I study English.

I always think about why we need to put "it" in English. In Japanese, we usually don't mention subject exept when we want to exaggerate it. So, I forget to say it or it's, and I often say like these: (It's) Raining outside, (It's) Good. (It's) Hot, today. (It) Needs 10 minutes to go to station,and (It) Started just now. I know we should use "it" for an inanimate thing, but what do you think about chatting without subject it or it's?

Actually, I speak English because I work in American Military Base. None of my co-workers points out, and cares my English. But I was just wondering about chatting with it or it's. What occurs to you when you have the chatting?
