(1) Could you please let me know the meaning of the following sentences? In particular - the meaning of "is within a percentage range"

(2) My understanding: If you dry a sample, the sample will lose 7.0% or lower % of its weight by a percentage point like by 7.0%, 6.0%, 5.0%, 4.0%, 3.0%, 2.0%, or 1,0%. => Is this correct?
(3) It would be appreciated how the syntax of "Dry a sample at 105° for 3 h: it loses NMT 7.0% of its weight, or some other lower percentage, or is within a percentage range, as specified in the labeling." is.
