The meaning of ‘indifference’

Here I’m back with another question.

Would you read the following?


“She overcame people’s indifference related to her race.”


It might sound like nonsense, I have to say. But please bear with me.


What I’m struggling with is the part “people’s indifference related to her race.”


How does it sound? Could this mean :

1. that people didn’t care about her race?

2. that people didn’t pay attention to her because of her race?


Which one would it be?
