The meaning of how unlike?

Hi,

Would you please tell me what is the meaning of how unlike in the following text and why while the phrase starts with the word how but there is no question mark?

"Have you noticed that ever since Hayes left they haven't bothered to feed us or let us out of the cell?"

"So that tells me our stay here is coming to an end. "

"Don't waste food on corpses? How unlike our esteemed warden.'
