The meaning of “heartland”

The passage below is from a book, “Justice, What’s the right thing to do.”

In this sentence the meaning of ‘heartland’ seems to indicate Iowa state, since Charles Grassley is Senator of Iowa state. But I’m not 100% sure about it. Can you help me?
