The meaning of "given"

I would be really grateful, if someone could let me know the meaning of the "provided" in the following sentence. Is it similar to "because of" or "due to", according to the context?


Finally, given the number of unfortunate incidents in the current Union over the past few months, a strong point was repeatedly made about security.
