The meaning of "give form"

Dear all,

I did my exercise and the answer is formulate = give form. Then I consulted my dictionary but I didn't find out the definition of "give form". Could you tell me what it is?

Thank you very much

Dictionaries usually define one word at a time. Why are you trying to find the definition of "give form", which is two words, instead of trying to find the definition of "formulate"? Moreover, I don't see "give form" as the equivalent of "formulate" except in the most abstract and, frankly, useless way.
