The meaning of "give form"

Hello,

Could you help me with the folloqing question?

I did the following exercise in my textbook.

formulate= give form, generate

Formulate: to state somehting carefully. systematically and clearly. I can understand the meaning of "generate" her. It means " create ideas. Does "give form" mean "plan something systematically"? Thank you very much.

Not to me. Planning something systematically involves a lot more than giving form. Speaking loosely, however, you may find some similarities between the two concepts.
