The meaning of "get a" and "was to"?

Hi,

 In below sentence, I can't understand the meaning of get a...and was to together. The two, below, should be a phrase. May someone please has some guidance?    

Mister Lasher said NASA engineers decided the only way to get a signal from the spacecraft was to send a message and wait for an answer.
