The whole sentence is like this.

"It is “corporate rule,” using as its political base
the born-again Christian evangelical religious fascist movement as a
diversion from policy, with homeland security and the PATRIOT Act
required to secure the political system against internal revolt."

It is from a book on Iraq war, which argues that it was the alliance between Bush government and the prominent US corporations that made the decision to invade Iraq.

And I don't fully understand the underlined part.

 the policy, before the diversion, was not to invade Iran. Just a guess.
