The meaning of "diaspora goodwill"

I came across the following sentence and got confused:

"The revolution could make Egypt more prosperous, if it leads to less corruption, stronger institutions, greater diaspora goodwill and a more motivated population."

Does "greater diaspora goodwill" in this sentence mean Egypt should show goodwill towards Israelis (considering their hostile relationship), or it means Egypt should provide a better/friendly environment for all foreign nationals living in their country?

ps. I know nothing about politics. Is there a noticeable influx of Israelis to reside in sinai peninsula?

Strange, perhaps, but this was the definition that came to mind first for me.

Hmm, it looks to me as if 'diaspora' is used rather loosely. It seems to me to refer to the tourists and investors that have fled Egypt in the wake of the revolution.

Agree. Loose. I'm not familiar with this specific usage. Diaspora seems like an overblown way of saying dispersion.
