The meaning of "Coming this March 15 to Filbar's mall"?

Please look at this sentence.

" Coming this March 15 to Filbar's mall is the new and improved Super Alley bowling center".

It is said that the sentence in the above is correct, but I can't perfectly understand what the sentence mean.
Let me ask you, guys something on the above.

Q1) Which part of the speech is "coming" ? Gerund, Adjective, or preposition ?

Q2) The meaning of the sentence looks like this to me.

"On coming this March 15, Filbar's mall is the new and improved Super Alley bowling center."

If my thought is right, does its origin form is like this ?

Q3) I couldn't understand why they put the preposition of "to" between "Coming this March" and "Fibar's mall".

Q4) Does it just mean like the following sentence ?
