The meaning of "but"

I fond the following sentence on a Youtube video. I cannot understand the usage of "but" in the sentence. Therefore, I would really appreciate it if someone could paraphrase the sentence for me in order to understand the meaning of "but".


Taiwan is a modern democratic state in all but international law.

"but" means "except". The overall meaning is "Taiwan is a modern democratic state in every respect except (in respect of) international law."

To my mind, there is a certain risk that it can be read to mean "Taiwan is a modern democratic state according to every type of law except international law", which I don't think is what is intended.
