The meaning of "arresting"

The below paragraph is from a book, MAN'S SEARCH FOR MEANING by Doc. Frankl.

Frankl's description of the mixed flow of emotion and apathy is arresting. First to the rescue comes a cold detached curiosity concerning one's fate. Swiftly, too, come strategies to preserve the remnants of one's life, though the chances of surviving are slight. Hunger, humiliation, fear and deep anger at injustice are rendered tolerable by closely guarded images of beloved persons, by religion, by a grim sense of humor, and even by glimpses of the healing beauties of nature—a tree or a sunset.

What I want to know is the exact meaning of 'arresting.'

In a dictionary, it's meaning appears "extraordinary" as in "an arresting painting."

But in that case, the meaning seems in conflict with the next sentence. "To the rescue" in the next, sounds to imply "to rescue somebody arrested.' I mean if 'a cold detached curiosity' comes to rescue somebody in the next sentence, 'arresting' in the first should mean "apprehend somebody."

Could you tell me whether I'm right or wrong and why?

I think it means "captivating" and "very interesting" here, because from the next sentence, the writer starts detailing those very emotions described by Frankl.
