The meaning of aggressive treatment

Hello everyone I read this passage in BBC but I couldn't understand the bolded part. Morover, I can't guess its meaing from the passage. I will be happy if someone tells me what it means.

"This can mean that some patients do not get aggressive treatments quickly enough, or that others are given powerful treatment they do not actually need
