The meaning of “a lack of impunity”

The passage is part of Alexandria Ocasio-Cortez’s speech against misogyny in Congress.

Mr. Yoho was not alone. He was walking shoulder to shoulder with Representative Roger Williams. And that's when we start to see that this issue is not about one incident. It is cultural. It is a culture of a lack of impunity, of acceptance of violence and violent language against women, an entire structure of power that supports that.

Here I cannot understand the underlined part “a lack of impunity”.

I know the meaning of impunity, and have used the phrase ‘with impunity’, meaning ‘without punishment’.

But of this phrase “a lack of impunity” I cannot make out the meaning in this context.

So please help me out.
