The man dealing drugs
a. They arrested the man dealing drugs on our street.
Can't this mean two things:
a1. They arrested the man while he was dealing drugs on our street.
a2. They arrested the man who dealt drugs on our street. That was the way he earned his living. They did not necessarily arrest him when he was doing it.
