The man by the name of

Mary asks me: "Who in our department speaks Spanish?"
I answer: "Remember the man by the name of Julio? He can".

Is "the man" natural? Surely she knows him - it's a large department, but everybody knows each other.

Your response is good except for your use of "can." The question was "Who in our department speaks Spanish?" That is the simple present tense. The answer should be "He does."

If everybody in the department knows each other, then, in the US, in reply to Mary's question, you might hear any one of the following:

"Julio does."

"Julio can speak Spanish."

"Julio can speak it."

"Julio's fluent in it."
