Hi,

Below is from the drama Sherlock Holmes.... What should the underlined part mean? Does it mean, "He could be making my brother", or "My brother could be making him"?

Mycroft Holmes: Interesting, that soldier fellow. He could be the making of my brother... or make him worse than ever. Either way, we'd better upgrade their surveillance status.
