The majority (in the sense of political parties)

Hello,

When you use the term "the majority" in the context of politics, does it use a singular or plural verb?

For example, the majority have spoken or the majority has spoken?

Thanks.

It is a number of people, I presume, so the natural inclination would be to use the plural.
