to the best of my ability =(reaching) as far as I am able = to / reaching the degree in which I can / I am able

(text) I will help you to the best of my ability.
= I will help you reaching as far as I can / reaching as far as I am able.
= I will help you reaching / to the degree in which I can / I am able.

(text) The water came right up to our necks.
= The water came right up reaching as far as our necks.
= The water came right up reaching the degree in which our necks can be touched.
