The little boy fell over and started to cry

The following sentence is taken from the Cambridge Dictionary:

The little boy fell over and started to cry.

My question is this:

Is it also correct to say/write, "The little boy fell down and started to cry"? If so, does it have the same meaning as the sentence with "fell over"?

They have the same meaning,fell down can also be used to talk about a failure: ''Our mission has fallen down.''
