Organized human life is based on a social contract, one agrees to abide by the rules, pay taxes, work, etc. in exchange for something that benefits them, safety, money, health care, etc. When many are no longer receiving the benefits of that society, then there is no longer a reason to abide by the rules and the organized society collapses.
