I'm reading How Do You Live by Genzaburo Yoshino.
His uncle was warming himself under a quilt at the low, heated table
called a kotatsu, and reading the evening edition of the newspaper with
the lights dimmed, but had he settled in too soon? There was Copper’s
voice at the door.
I have two questions.
First would you please tell me what the lights dimmed means? Does it mean the lights were turned off? If so how he could study?
And what does settling in mean?

No. The artificial light in the room had been made to be less bright than it could be. Some of the lamps were turned off, the lantern wick had been shortened, a few of the candles had been blown out, the dimmer switch was set to low, etc.
