The letter to send

a. He took the letter to send it to Don.
b. He took the letter to send to Don.

What is the difference between these two sentences?

My feeling is that in (a) his intention was to send to letter to Don,

In (b) he took the letter that was supposed to be sent to Don. We are not sure what he is going to do with it?
