And choosing "preference" would run counter to common sense here. The intended meaning is "the laws could turn out to be to the research team's disadvantage".

"Preference" has little to do with "disadvantage".

Exactly MrP, laws are usually 'pro something' but the 'turn out to be' part basically reverses the normal meaning of the laws in this case.
