Laws reflects society's attitudes. Sometimes these attitudes change. The law always changes later than the attitude changes. There's a delay.

Here's an example.
In Canada, society once had the attitude that performing an abortion was a terrible thing. There was a law that made it a crime.
The majority of Canadians changed their minds about this. But it took some years for the law to change.
