The last train, which

1)The last train, which should arrive at 11, is late.
2)The last train that should arive at 11 is late.

#1 and #2 are the same meaning?
Is there any difference?

Aside from the spelling of 'arrive', they are both correct, though the second is rare. In the first, there is only one 11 o'clock train; in the second, there is more than one.
