1 is anomalous. I think you mean
You are the last person that anyone would suspect.
2 is better, though I would omit 'ever

Could you please explain what this sentence mean above?
"You are the last person who should give advice about happiness."
I don't understand why it means 'who should give... rather than 'who would give...here. Can it mean 'who would give....?
