The key to the answer in a grammar test

The answer is #4.
I also selected the answer, but my key to the answer is different with that to the answer sheet.
It says #4 should be corrected by putting 'most' before 'transformed' since 'most' is the adverb modifying the verb 'transform'.
I agree with this.
But my reason to the answer is different.
I thought #4 is the answer because after the pronoun 'most' the sentence needs 'of' to make the right sentence.
Do you agree with my line of thought?
