The inversion

Responding to climate change and the threatening consequence is a very serious business, but it is not hopeless, nor are all foreseeable outcomes inevitable.

I'd like to whether "Responding to climate change and the threatening consequence" is fronted.
And I'd like to know why "inevitable" hasn't been fronted when "are" has been fronted because of "nor."

I have thought "not" is fronted along with a core adverb or complement.

Forget all that. This is no more than subject-verb inversion, the same kind found in main clause interrogatives. Compare Are all foreseeable outcomes inevitable?
