The infinitive form

i'm very confused these following sentenses:

1.More bus-only lanes are introduced within the next six months and others are on the drawing board. <-- correct?

Compare:More bus-only lanes are TO BE INTRODUCED ........ <--correct too?

2.Are you willing to let your life be controlled by others?
Why the tense is BE CONTROLLED is not TO BE CONTROLLED.

This is not correct. I believe it is a misprint for " ... are being introduced ...".

"More bus-only lanes are TO BE INTRODUCED ..." <--correct too?

Yes. Also correct, but less journalistic. More like a formal announcement.
