It's exactly what Khoff said,it depends on sound either it's avowel or consonant.We say: A university.Though we have a vowel :u,but prnonunciation is (y),so it's not a vowel sound but consonant one.Here you have another example : Hour;we have here a consonant H,but you pronounce it (awer)but you don't pronounce H,so the first letter is a and a
